No. waEV-smart works with standard, fixed and variable tariffs from the major suppliers. An overnight EV tariff makes charging cheaper still, but the rewards don't depend on it.
It's an "up to" figure. What you earn depends on how often you charge and what the grid needs that night. The £20 welcome credit is fixed.
A waEV charger, the free waEV-smart app, and a half-hourly smart meter (SMETS2, or SMETS1 enrolled in the DCC). Supplier-controlled smart tariffs like Intelligent Octopus Go and OVO Anytime aren't compatible, because they already control your charging.
